WASHINGTON, D.C. – Dân Biểu Liên Bang Loretta Sanchez (CA-47), Chủ tịch nhóm Vietnam Caucus và Human Rights Caucus hoan nghênh Dân Biểu Chris Smith vừa tái đệ trình Dự Luật Nhân Quyền cho Việt Nam 2011 mà Dân Biểu Sanchez cũng là người đồng bảo trợ.
Dự Luật H.R. 1410 kêu gọi Hoa Kỳ không nên gia tăng ngân quỹ viện trợ phi nhân đạo cho Việt Nam trừ khi nhà cầm quyền Việt Nam có những tiến bộ đáng kể về nhân quyền chính trị và tôn giáo căn bản của người dân Việt Nam. Dự luật này cũng yêu cầu nhà cầm quyền Việt Nam trả tự do cho các tù nhân chính trị, tôn giáo, tôn trọng các dân tộc thiểu số và cần có những chính sách hiệu quả chống tệ nạn buôn bán con người. Nhà nước Việt Nam đã nhiều lần đi ngược lại lời hứa với cộng đồng quốc tế trước những sự kiện đàn áp nhân quyền vừa qua.
“Dự luật này sẽ hạn chế nguồn tài trợ phi nhân đạo cho Việt Nam trừ khi nhà cầm quyền Việt Nam cải thiện tình trạng đàn áp nhân quyền. Quốc Hội Hoa Kỳ muốn gửi một thông điệp rằng, chúng tôi sẽ đứng cùng những người dân can đảm Việt Nam, những người không sợ phản đối sự hạn chế tự do của chế độ, và sẽ hỗ trợ họ trong các nỗ lực hoạt động dân chủ,” Dân Biểu Sanchez nói. ”Tôi đặc biệt quan tâm về phiên tòa và bản án của Tiến sĩ Cù Huy Hà Vũ, người đã bày tỏ quan điểm bất đồng với chính sách của nhà nước Việt Nam. Cũng giống như bao nhà dân chủ khác, ông đã bị buộc tội vi phạm Điều 88 của Bộ luật hình sự và bị kết án bảy năm tù.”
“Các hành động sách nhiễu, giam giữ, bỏ tù và kết án tùy tiện đối những nhà hoạt động dân chủ bao gồm Giáo sư Phạm Minh Hoàng, nhà văn Trần Khải Thanh Thủy, Linh mục Nguyễn Văn Lý, Bác sĩ Phạm Hồng Sơn, luật sư Lê Quốc Quân và những người đã đến tòa án nhân dân thành phố Hà Nội bày tỏ thái độ hỗ trợ Tiến sĩ Cù Huy Hà Vũ là một điều không thể chấp nhận. Tôi kêu gọi nhà cầm quyền Việt Nam nên chấm dứt mọi hình thức đàn áp. Tôi sẽ tiếp tục tranh đấu quyền tự do ngôn luận, bày tỏ ý kiến, và tôn giáo cho mọi con người kể cả người dân Việt Nam.”
Dân Biểu Liên Bang Hoa Kỳ Loretta Sanchez đại diện địa hạt 47, khu vực bao gồm thành phố Anaheim, Garden Grove, Santa Ana và Fullerton tại Quận Cam. Dân biểu Sanchez hiện là phó Chủ tịch Uỷ Ban An Ninh Quốc Nội; người nữ dân biểu giữ chức vụ cao nhất trong Uỷ Ban Quân Sự Hạ Viện; thành viên của Ủy Ban Kinh Tế Lưỡng Viện Quốc Hội xemxét các vấn đề liên quan đến nền kinh tế Hoa Kỳ. Bà cũng là đồng sáng lập viên Nhóm Việt Nam Congressional Caucus quan tâm đến vấn đề nhân quyền tại Việt Nam.

REP. LORETTA SANCHEZ APPLAUDS REINTRODUCTION OF THE VIETNAMESE HUMAN RIGHTS ACT
WASHINGTON, D.C. – Congresswoman Loretta Sanchez (CA-47) today applauded the reintroduction of the Vietnamese Human Rights Act of 2011 by Congressman Chris Smith. Rep. Sanchez is an original co-sponsor of the bill.
H.R. 1410 would prohibit any increase in U.S. non-humanitarian aid to Vietnam until significant progress is made with regard to political and religious rights for the Vietnamese People. It also encourages the Vietnamese government to release political and religious prisoners and respect the human rights of ethnic minorities and requires certification that no government official or government entity is involved either explicitly or implicitly with the crime of human trafficking. The Vietnamese government has backslid on earlier promises to address Vietnam’s persistent violations of basic human rights.
“This resolution would limit non-humanitarian funding to Vietnam until significant improvements are made to Vietnam’s human rights record. The United States Congress stands behind the courageous Vietnamese, who have peacefully protested the government’s restrictions on their freedoms, and supports them in their efforts to bring freedom and democracy to their country, “said Sanchez. “I am especially concerned by the plight of peaceful protestor Mr. Cu Huy Ha Vu, who expressed views at odds with Vietnam’s government policies and like many others was charged with violation of Article 88 of the Penal Code and sentenced to seven years of imprisonment.
“The harassment, arbitrary detention, and imprisonment of prominent activists including Professor Pham Minh Hoang, writer Tran Khai Thanh Thuy, Father Nguyen Van Ly, Dr. Pham Hong Son, attorney Le Quoc Quan and those who came to the courthouse in Hanoi to show support for Mr. Cu Huy Ha Vu is intolerable and unacceptable. I urge the Government of Vietnam to cease all forms of repression and work for significant human rights progress. I will continue to advocate for the freedoms of speech, expression, and religion that belong to all people, including the citizens of Vietnam.”
